Reference Service Guidelines
Electronic Resource Guidelines
Electronic resources are available according to the individual terms of product licensing agreements, and thus access may vary.
Interpretation of Material
Library staff cannot interpret information, such as legal, medical, financial, statistical information, class assignments, nor can staff provide appraisals.
Research
The Largo Public Library provides the following forms of reference service:
- in-person
- telephone - callers are usually accommodated immediately, but due to available resources, calls may need to be returned
- Email - responses within twenty-four (24) hours
Computer Usage & Wireless Access
The Largo Public Library has computers available for use.
- The PCs are located on the first and second floors, with a time limit of up to 4 hours per day.
- We have one PC available with an EZSee Big & Bold keyboard and very large monitor for patrons with low vision or who are legally blind.
- The library also has three express computers located near the Information Desk, for one 30-minute session per day.
- The terminals provide Internet access, word processing, USB access, and CD/DVD drives.
- They have hard drives and can open PDF files and other email attachments.
- Patrons may use them to scan documents or run software that does not require installation.
Wireless Access
The Largo Public Library provides free public Internet access to library users with portable computers or devices capable of receiving Internet wireless signals, during normal business hours. Use of the library's network allows users to connect to the Internet and have access to the same connectivity as the wired patron computers located throughout the library.
- There are no time limits when patrons are using the wireless.
- Mobile printing is available.
- Library staff are not able to provide technical assistance and the library cannot guarantee that a patron will be able to make a wireless connection.
- The library's wireless network is not secure. Information sent to or from a patron's computer can be captured by anyone with a wireless device and the appropriate software. Because there are additional security risks when using wireless connectivity, the library is not responsible for compromised personal information, the safety of equipment or configurations, Internet security, or data files. Users should have up-to-date virus protection on all equipment.
Usage Agreement:
By choosing to use of the library's Internet access points, users agree to abide by the Largo Public Library's Internet Usage policy. Users are expected to use the library's wireless access in a legal and responsible manner which is consistent with the educational and informational purposes for which it is provided. Users may not violate federal, state, or local laws, and the library's Internet usage policy forbids users to access materials that are legally defined as obscene or harmful to minors. Violation of the policy may result in being banned from access to the network and be subject to prosecution.
Internet Policy
A valid library card in good standing (not expired) or a computer access card is required to access the Internet or use public access computers at the Largo Public Library.
Access Times:
- Access is provided for up to four hours per day.
- Access time may not be extended.
- Using another patron's library card for computer access is prohibited.
- Doing so will result in the cardholder losing their computer privileges.
All public access computers automatically shut down ten minutes before the Library closes. Please plan to print or save your work before that time. The Library is not responsible for any data lost when the computers shut down.
Express public access computers allow for use for 30 minutes a day.
Prohibited Activities:
Patrons are reminded that it is illegal to do the following and violators are liable for prosecution under Florida law:
- Alter, damage, or install hardware or software, or to disrupt or interfere with other computer systems or networks.
- Misrepresent yourself by access code, password, or signature.
- Display obscene materials to minors or print such materials. The Largo Public Library uses a software filter to prevent access to websites containing material in specific areas such as illegal activities and pornography. However, as new web sites are added daily to the Internet, no filtering system can be 100% accurate.
- Violate the legal protection of copyrighted software; Copyright law (Title 17, U.S.C. as amended from time to time) prohibits the unauthorized reproduction or distribution of copyrighted materials, except permitted by principles of fair use. Users may not copyright or distribute electronic materials (including electronic mail, text, images, programs or data) without the explicit permission of the copyright holder. Any responsibility for any consequences of copyright infringement lies with the users.
Patrons are required to:
- Respect the privacy of others by not representing oneself as another user; by not attempting to modify or gain access to files, passwords, or data belonging to others and by not seeking unauthorized access to any computer system.
- Refrain from displaying material others might reasonably consider offensive such as pornographic materials or otherwise objectionable materials.
- Refrain from using Internet to transmit obscene, threatening, or harassing materials.
- Abide by the time limitation.
- Two patrons are allowed at each public access computer at a time (three or more are allowed at the discretion of the library staff.)
- Vacate terminal immediately when asked to do so by a staff member.
- Pay 10 cents per page for black & white prints.
- Pay 50 cents per page for color prints.
- The Largo Public Library shall not be responsible for any direct, indirect or consequential damages resulting from information accessed or input through the public access computers.
- The Largo Public Library is not responsible for damage to users' disks, loss of data, or any other liability that may occur when using the Library's public access computers.
- The Largo Public Library staff can only provide a minimal amount of assistance on the Internet. Users unfamiliar with the Internet should consult the Reference staff for instructional materials.
- The Largo Public Library is not responsible for minors unauthorized use of adult library cards, or for failure of the Internet filter to block Web sites.
- The Largo Public Library is not responsible if the technology provided by the public access computers does not meet the specific needs of an individual.
- The Largo Public Library expressly disclaims any liability or responsibility resulting from a user's infringement of any copyright.
- The patron waives the right to make a claim against the Largo Public Library, its employees or trustees, arising from the mis-use of the Internet even if due to the Library's, its employees' or trustees' negligence.
Children and the Internet:
- Parents, guardians and caregivers are required to assume full responsibility for their children's use of the Internet.
- Parents, guardians and caregivers are encouraged to read "Child Safety on the Information Highway" provided by the National Center for Missing and Exploited Children (www.missingkids.com). Children are defined as legally dependent minors the ages 0 - 12 and Teens as 12 - 17, who live in your home, as defined by the Florida State Statutes.
- Children may only use public access computers located in the Children's area.
- Teenagers may use computers outside Teen Room.
Specific Rules for Specific Areas of the Library:
- Genealogy Center: The computers in this area are for genealogy research only.
- Youth Services - Children's Area: Computers are reserved for children under 13 years of age. Children who are under 6 years old must be attended by an adult who is either their parent, guardian, or caregiver while using the computer. Chat Rooms and Instant Messaging are blocked.
- Youth Services - Teen Room: Computers are reserved for teens 13 to 19 years of age.
Violation of the Internet Policy or unacceptable behavior such as viewing prohibited materials through the use of the Internet will result in suspension of use, termination of computer privileges and any other appropriate legal action, including criminal prosecution.
Computer Use Only Cards
Free Computer Use Only cards (one year) can be issued to patrons who do not have a library card.
- A picture ID must be provided - this does not need to have an address or date of birth.
- Any ID with a picture will be accepted; examples include but are not limited to:
- School ID
- Work ID
- Bus pass
- Sam's Club card
- Military ID
- Passport
- Out of state driver's license
- A Computer Use Only card cannot be issued if patron already has a library card, even if it is expired or has fines.
- If a patron does not qualify for a Computer Use Only card then they can use an Express Internet computer available for use for an allotted time.

Services for People with Disabilities
The Largo Public Library intends to make its services, facilities, programs, and accommodations accessible to all patrons, in accordance with the Americans with Disabilities Act.
- The collection includes a comprehensive large print collection, and compact discs for blind or visually impaired people, and closed captioned videos for those who are Deaf or hard of hearing.
- Materials are also purchased to meet the needs of the mentally impaired person and functionally illiterate.
- Assistive devices such as a PC with EZSee Big & Bold keyboard and very large monitor; print enlargers, sound amplification devices, a TDD, and scooters are available, and, given advance notice, interpreters for the Deaf to allow programming access (minimum of two weeks notice).
Scooter Policy:
- Patrons must provide their library card or any other type of ID such as a work ID, or drivers license in order to take out a scooter.
- The library card or ID will be returned upon return of the scooter.
- If a patron needs to take the scooter out to their car for another patron, or if the patron wants to take the scooter out to unload, they must be accompanied by a library staff member.
The Talking Book Library is available for residents who are unable to read standard print materials.
Individuals may file an American with Disabilities Act Complaint through the City's complaint procedure. When this action is taken, an ADA Complaint form is submitted to the Assistant City Manager. The Assistant City Manager shall investigate the charge personally or through a department representative. Should a fact-finding hearing be necessary, the Assistant City Manager shall schedule said hearing within five (5) working days of receipt of the complaint. The Assistant City Manager shall render a determination with five (5) working days of the fact-finding hearing or ten (10) working days of receipt of the complaint, whichever provides more time.
The purpose of this procedure is to resolve complaints over ADA compliance issues at the local level. However, aggrieved individuals also have the right to file a complaint with the appropriate federal agency if the individual believes a violation has occurred and/or is dissatisfied with the Assistant City Manager's resolution of the complaint.
As stated in the Largo Public Library Patron Code of Conduct, animals cannot be brought into the building with the exception of service animals.
- Under the Americans with Disabilities Act, a service animal is defined as a dog that has been individually trained to do work or perform tasks for an individual with a disability.
- The task(s) performed must be directly related to the person’s disability.
- Please note that according to the ADA, emotional support, therapy, comfort, or companion animals do not fall within this definition.
- Additional guidance was provided in the Florida Statutes (section 413.08; effective July 1, 2015), in line with the federal definition of an individual with a disability, to encompass those who are deaf, blind, have a physical disability, or mental impairment that substantially limits one or more major life activity.
- A “major life activity” as defined by the statute is a “function such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working.”
- A “physical or mental impairment” is defined to include a physiological disorder or condition, disfigurement, or anatomical loss, or a mental or psychological disorder that meets one of the diagnostic categories specified in the most recent Diagnostic & Statistical Manual of Mental Disorders (DSM).
- The law also now requires that the service animal be under the control of its handler, housebroken, and must be harnessed, leashed, or otherwise tethered unless the individual is unable to do so due to their disability, or such tethering would interfere with the service animal’s performance of its work or tasks. If not tethered for this reason, the service animal must be under control of the handler by voice, signal, or other effective means.
- Under control also means that a service animal should not be allowed to bark repeatedly in a lecture hall, theater, library, or other quiet place.

Photocopying, Fax Service, & Use of Library Telephones
- The Largo Public Library provides coin-operated photocopying machines for the convenience of library patrons.
- The machines are leased from an independent company which also provides a service contract for repairs.
- Except for minor servicing, such as replenishing the paper supply and adding toner, the library is not responsible for copier malfunctions.
- Copy fees:
- black/white $.10 per page
- color $ .50 per page
- The Library provides self-service fax/scan service to the public through the use of the Envisionware Library Document Station (LDS) located across from the Information Desk.
- The LDS can be used to fax, scan, e-mail, copy, send documents to a mobile device or save on a flash drive.
- Fax fees: $1.00 per page, payment made by cash only through the coin operated machine attached to the LDS.
- Cover sheets are available (not necessary). There is a $1.00 charge for the cover sheet.
- Fax confirmation is sent to email address provided by patron.
- This service is only for outgoing faxes. Incoming personal faxes for patrons are not accepted.
- Fax numbers may be long distance but must be a domestic call, only to locations in the continental United States.
- No charge for scanning, emailing or saving on a flash drive or sending documents to a mobile device.
- Regular print charges apply for copies sent to the print release station - $.10 per B&W copy, $.50 per Color copy. Prints can be retrieved and paid for at the print release station.
- Fax and scanning services are not available within 20 minutes prior to closing.
Library Telephones
- The library does not allow patron use of library telephones.
- The service desk telephones are for library use only.
- Staff may make phone calls for patrons to arrange for transportation.

Interlibrary Loan
If the Largo Public Library does not own a particular title, and if it is not available through any Pinellas County Cooperative Library, patrons may request it through the Interlibrary Loan (ILL) service. Patrons utilizing the Interlibrary Loan service must abide by the following rules and regulations:
- Patrons are limited to 5 requests in process at one time.
- Popular titles in high demand, items published within the last six months, reference books, eBooks, textbooks less that 5 years old, or items owned by any Pinellas County Cooperative Library (circulating or non-circulating) may not be requested.
- Patrons must possess a Pinellas County Public Library card in good standing.
- Interlibrary loan service is not available to reciprocal borrowers.
- If items are not returned, patrons will be charged the cost of the book as determined by the lending library plus any other fees charged by the lending library.
- Patrons are responsible for charges incurred from the lending library for materials. Patrons should indicate the maximum cost they would be willing to pay for an item when submitting the request.
- Patrons are notified by the automated system when the item is ready to be picked up (same as regular holds).
- Largo Public Library will not re-request the same title for a patron for a period of 3 months from the date of return.
- Largo Public Library reserves the right to suspend the Interlibrary Loan privileges of patrons who do not pick up requested materials, do not return items in a timely manner, or do not abide by rules and regulations set forth by both the ILL network and the lending libraries.
- Fines and fees associated with Interlibrary Loan requests will be posted to the patron's library account.
- Interlibrary Loan materials requested and checked out through Largo Public Library must be returned to Largo Public Library only.
- Patrons must contact the library for a renewal at least 7 days before the due date. The patron will be responsible for overdue fines until the material is renewed by the lending library, which is usually within 2-5 days after the request for renewal is placed. Renewals are granted at the discretion of the lending library and are not guaranteed.

Book a Librarian
Book a Librarian is a free service offered by the Largo Public Library.
- It is intended to give library patrons in-depth assistance that, due to the need to help multiple people, is not usually available at the service desks in the library.
- Book a Librarian appointments are intended to help library patrons answer a question or solve a finite problem.
- These appointments are not classes and cannot continue indefinitely.
- Appointments are up to 1 hour long.
- There is a limit of 1 appointment per patron per month, with the possibility of a follow-up appointment at the Librarian's discretion.
- Appointments can be in-person or over the phone (as of January 2022).
- To request an appointment: complete the Book a Librarian Request form (also available from from the main website under "Services") or call 727-587-6715.
Study Rooms
The Largo Public Library provides four (4) reservable free study rooms for up to two people per room, on the first floor of the library to use for educational purposes without disturbing other library users. The study rooms are not available for the purpose of operating a business, selling merchandise or services, soliciting for later sales, or for social events.
Rooms may be reserved up to two weeks in advance and you may have one active reservation at a time. The reserved room will be held for 15 minutes after the appointed time. Rooms will be locked when not in use.
- Eating in the library's study rooms is not permitted.
- Noise should be held to a reasonable level, as rooms are not soundproof.
- Lights must be on when room is occupied.
- Study room users are responsible for any damage in the rooms.
- The Library is not responsible for accidents, injury, loss or damage to the private property of individuals or organizations. The Library reserves the right to remove items left unattended in the rooms for 5 minutes or more after the end of the appointed time.
- Patrons may not use aliases to create multiple reservations for themselves.
- Failure to abide by the Library Code of Conduct and policies governing the use of the study rooms may result in denial of future room use, suspension of library privileges, or further legal action.

Local History Room
Local History Room
The Local History Room is used primarily by the Pinellas Genealogy Society to hold library programs. When not in use by the Pinellas Genealogy Society the room may be used for:
- Library / City-sponsored and co-sponsored programs and meetings.
- Quiet, group study or discussion on a first-come, first-served basis. There is no guarantee of exclusive use of the room and no public reservations for this room.
- Since room exclusivity is not guaranteed, patrons using the room will show respect to other users or will be asked to leave.
No food or drink is permitted in this room. The library reserves the right to make changes in scheduling and room assignments as cooperative room use warrants.

Meeting Rooms
The Largo Public Library's Program / Meeting Rooms are available for the purpose of providing space for the library's educational and cultural programming. When not in use for this purpose, the rooms will be made available as outlined in this section.
At the time of registration, the group representative will be given a list of rules / regulations with which the group must comply. A signed copy of the Guidelines will be kept on file. Providing use of the room does not constitute an endorsement of a group's policies or beliefs.
All meetings for which free usage of the meeting room is granted and must be open to the general public include:
- Non-profit groups for public education purposes with proof of non profit status, inclusive of Largo resident formed for civic, cultural, or educational purposes.
- Co-sponsored library programs.
- Public education agencies for community attendance.
- Library Support Groups fund-raising events.
Neither mandatory monetary collection nor the charging for admission may occur unless related to fund raising for the library and approved by the Library Director or designee.
Questions concerning the interpretation of policies and rules regarding the use of the room will be referred to the Library Director or designee.
John and Rosalie Jenkins Community Wing
The Largo Public Library's John and Rosalie Jenkins Community Wing meeting rooms are available for the purpose of providing space for the library's educational and cultural programming. When not in use for this purpose, room usage is extended to other city departments, government organizations, non-profits and private/for-profit usage.

John and Rosalie Jenkins Community Wing
The Largo Public Library's John and Rosalie Jenkins Community Wing meeting rooms are available for the purpose of providing space for the library's educational and cultural programming. When not in use for this purpose, room usage is extended to other city departments, government organizations, non-profits and private/for-profit usage.
Priority order for usage of the community rooms is as follows:
- Library programs provided for the public
- Paid rentals
- Library staff development
- Library sponsored group usage and library support group usage
- City meetings
- Educational and cultural group activities open to the public
- Civic and non-profit organization's meetings and activities open to the public
Library Program Room Usage
As governed by the City of Largo's Fee Ordinance, program / meeting room users are classified in one of two categories:
Category I - No Charge
- Co-sponsored library programs
- Library Support Groups
- City meetings
- Government Organizations
- Non-profit groups registered as 501(c)(3) or 501(c)(4)
General Information (No Charge Rentals for Non-profits and Government Organizations):
- Meetings are required to be free of charge and open to the public. Neither charging for admission nor solicitation of monetary donations may occur.
- Groups may not promote for-profit organizations.
- Room usage is once per month for up to two (2) hours.
- Rooms may be reserved up to three (3) months in advance for use during regular library hours.
- Groups may be asked to reschedule if library-related needs arise. The library reserves the right to make changes in scheduling and room assignments as cooperative room use warrants.
- Room usage is as-is. The library does not provide setup. Groups are permitted to adjust the layout of the tables and chairs during usage but they must reset the layout back to the rooms' designated layout.
- Meetings of minors must be supervised by a responsible adult.
- The Library is not responsible for providing equipment (such as an extension cord) or supplies (such as paper and pencils). Storage space is not available for equipment, posters, or signage left at the facility between meetings.
- No signs or other items may be mounted, hung, or installed on the walls, doors, windows, or ceiling.
- Promotional material cannot refer to the Largo Public Library or City of Largo as sponsors.
- Promotional material distribution on the day of the reservation is limited to the reserved room during the program's time period.
- Food and drinks may not be brought in from the outside. RG's Bookmark Cafe is available for those groups wishing to serve refreshments, 727-586-7390.
- In order to maintain proper decorum in the library, noise restrictions will be applied.
- Providing use of the room does not constitute an endorsement of a group's policies or beliefs.
Reservations and Applications
- Arrangements for use of room must be made in advance through the library's website or staff.
- The person signing the application form serves as the representative for the group for any damage incurred.
- Cancellations require advance notice. Failure to notify the library may jeopardize future room usage.
At the time of registration, the group representative must supply proof of organizational status. Once organizational status is confirmed the representative will be given a list off rules/regulations with which the group must comply. The organizational documents and a signed copy of the Guidelines will be kept on file for all non-library sponsored group usage.
Non-profit Annual Contract
Non-profits that wish to schedule monthly meetings on a yearly basis or beyond our three (3) month scheduling policy may do so under annual contract.
- One meeting per month - annual contract / annual fee: $300 + tax
- Two meetings per month - annual contract / annual fee: $600 + tax
*Sales tax is added on all rental and services, unless proof is provided that the renter is tax exempt at the time of contract signing.
Annual contract renewal requests will be reviewed and the advisability of renewing determined by the prior year's compliance with stated rules.
Equipment available for rent/usage:
Use of a meeting room does not grant access to AV equipment. If AV equipment is needed prior arrangements must be made and usage is subject to a fee.
Projector - HDMI connectivity: $25 + tax
DVD Player: $25 +tax
Meeting Room: Fee-Based Rentals

- In order to maintain proper decorum in the Library, noise restrictions will be applied.

Pricing
Prices below are per two hour block; rentals beyond two hours will be prorated accordingly.
- Monday - Friday (Two-hour block minimum): Full Room: $200 +tax, Partial Room $100 +tax
- Saturday (Two-hour block minimum) Full Room: $250 +tax, Partial Room: $125 +tax
Equipment available for rent/usage:
- Use of a meeting room does not grant access to AV equipment.

Catering:
- The Bookmark Cafe provides catering services for events held at the Library.
- If use of another catering service provider is approved by the Library Director, proof of liability insurance (including, but not limited to, general and liquor liability), a copy of the approved caterer's business and liquor licenses, and a signed copy of the catering invoice for the event is required.
Security:
- Security personnel may be required at the discretion of the Library Director or designee due to the size, nature and time of the rental.
Set Up, Clean Up, Maintenance, Liability:
- All rentals include one hour of set up time scheduled prior to the event.
- All items brought into the meeting rooms and any accumulated trash must be removed within one hour of the end of rental time period. Items specific to a rental left in the building, upon completion of event, will become property of the Library unless arrangements are made with and approved by the Library Director or designee.
- The group using the facilities agrees to be responsible for any damage occurring to the building or its contents as a result of eating, carelessness, or other causes. The group also agrees not to hold the Largo Public Library or the City of Largo liable for any claims, demands, or lawsuits that may arise from the use of the rooms.

Lost and Found
- Lost and found items are held at the circulation desk for two (2) weeks, during which time library staff will attempt to notify the owner.
After two weeks, unclaimed goods are either forwarded to charitable organizations or thrown away.

Patron Code of Conduct
To ensure that all users of the Largo Public Library may safely and freely use the library, there are expectations that patrons will behave in a manner that does not interfere with the mission of the library, the rights of others, damage the library building or property, or cause injury to others. Library patrons unwilling to modify unacceptable behavior (as outlined below) will be asked to leave the premises. Police will be called when conduct is illegal, when a threat is posed to the library or individuals, or when an individual refuses to follow library policies or refuses to leave the library when requested to do so.
Library staff is not responsible for unattended children. Cell phones use is permitted, but must be at or below normal conversational noise levels. Breastfeeding in a public area is protected by the Florida Statutes. In accordance with the Florida Statutes (984.13), local law enforcement authorities (Largo Police, school resource officers) will be notified when school-aged children are continuously present (without permission from their parents or guardians) in the library during school hours. The library reserves the right to require anyone violating the Library Code of Conduct to leave the library. Patron Belongings Policy
- Library Users may not bring in excessive personal items that interfere with library operations, create a safety or health hazard, deny space to other customers, block aisles, or block access to or exits from the building.
- Library Users may not use wheeled devices in the library including skateboards, roller skates, bicycles, scooters, hand carts, shopping carts, luggage, walkers, or strollers except for items necessary for medical purposes, transport of library materials or to take care of an accompanying child.
- Library Users may not store personal belongings on Library property or leave personal belongings unattended.
- All personal items must remain with the owner, unattended items will be removed.
